    uncompressed file size is 770MB

Java requires full allocation of uncompressed file size.

If you are using this hi-res map for local-only play using d20Pro, then I'd try setting the java memory allocation higher. I used 2024MB (true java allocation of 1.76G) and it seemed to work (after a couple minutes). When using when only the map was loaded, 1.04G of RAM was used.

If you are going to be hosting a game with remote players, I'd use the medium quality map, since all your players will each need to download that map from your host computer ~8MB, and must have at least 1.04G RAM allocated to Java/d20Pro just to display the map (with no creatures or other things on the map).
