I'm trying to test a few maps before my group's next session, and I've been told that I can login as both a GM and a Player using a single computer, but for some reason, every time I try, I get an error message that there's no GM at the IP address listed. My port forwarding is set up properly, my IP address is correct, in short, everything is working as it should, but my player license refuses to connect to the game I'm hosting. Any ideas?

I always use 127.0.0.1 on the Player instance of d20.

correct, you should be using 127.0.0.1 as the client connecting IP when connecting to yourself on the same PC.
