Skill Ranks cap and bonus modification

    Another request for a modification that may be easily accomplished concerning skill points and modifiers.

    1. Currently the skill cap ranks is at 39, Increase to 99.

    2. Currently the skill modifier cap is at 20, increase to +/-99.
