Is it possible to run both v2.4 and v3.0 on the same pc?

    I'd like to mess around with 3.0 but keep my current campaign running on 2.4 for the time being.

    Also, will I have to rebroadcast all my maps if my users upgrade since, presumably, the install directory is the same, i'm hoping not.

    Yes, simply use the full installer and install it in a custom location. Then copy your judge directory from the 2.4 version and paste it in the 3.0 version directory.
