    I don't think this is a bug per se...but

It seems the only way to regain ANY lost memorized spells is to 'rest'...and then ALL are granted. This keeps some items/spells which restore memorized spells from working easily (ie. need to 'rest', then groundcast all spells which weren't supposed to be 're-granted').

    Bug/new feature/or is a workaround available?

    Workaround
    1. Create an Ability in the "Ability Tab" and name it appropriately.
2a. IF an item with charges, indicate the proper charges and select "Charge"
2b. IF it is a spell to recall another spell, indicate the proper uses per day equal to the number of memorized recall spells.
    3. Leave the "effect" as "inert" so when the Player uses the charge as an ability (or, uses the spell [to keep track of spells] then uses this ability like a spell).
4a. IF the Player can use the recalled spell immediately then have the Player use the Ability to activate the spell immediately after they used the spell.
4b IF the Player can not use the recalled spell immediately, then have the Player use the Ability to activate the spell later, or on their next turn.
    5. Once the Player activates the Ability, simply choose the effect based on what the Player indicates as their recalled spell.
