If I buy a Judge version to use at home on my desktop computer, but then want to game while I'm traveling and only have my laptop do I need to purchase 2 Judge licenses? Or are my licenses tied to my account and not to a particular piece of hardware?

    This is correct.

After you purchase a license, you may install it on any computer you own. You can even install it on a thumb (usb) drive and run the program on any computer you use - this way if you are the DM/GM, you can have all your images/maps/creatures all up to date wherever you create or run your game.
