Request: Drag and Drop(draw) for Tools

This is a request that drag and drop capability be added to the various tools under the 'Tools' window. Specifically for the Fog of War tool, and scaled images tool.

Ex: When using these tools one can click in one are of the screen, and hold the mouse button down and drag it to the desired height and width of a box. The tool selected would then affect that area... such as placing fog of war, or a scaled image.
