    Can not run the V3.0.0 full or upgrade. Windows says it is not a licensed file.

    Have you tried "run anyway" ?

    Have you tried restarting the computer and trying the full installer again?

    Have you tried this file

    If you need more assistance, need some more info about your computer, operating system, and other relevant software.
